Avid has taken the unusual step of emailing all Pro Tools Control app users advising us not to upgrade to iOS 13. We have the full statement from Avid, as well as a note from Avid that a Eucon update is coming to fix this.

Dear Pro Tools | Control User,
As you may already know, Apple is planning on releasing their iOS 13 software update next week. We want to advise you that we have seen issues with Avid Pro Tools | Control running on iOS 13 and advise you to not update for now. We will update you as soon as we know more.

UPDATE Eucon 19.9.1 Expected To Fix This

We are currently testing 19.9.1 which has support for iOS13, hopefully, released next week.
